Human Resources Strategy for Researchers (HRS4R)

In December 2016. The European Commission awarded the prestigious "HR Excellence in Research" award to the West Pomeranian University of Technology in Szczecin. It is awarded to institutions that provide the best working conditions for researchers and conduct recruitment processes transparently and in accordance with the guidelines of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.

The European Charter for Researchers and Code of Conduct for the Recruitment of Researchers were endorsed by the European Commission in 2005 as an important step towards the creation of the European Research Area. The Charter and Code are a set of recommended principles that should be applied by research institutions and funding bodies across Europe.

The European Charter for Researchers is a set of general principles and requirements which specifies the roles, responsibilities and entitlements of researchers as well as of employers and/or funders of researchers. The aim of the Charter is to ensure that the nature of the relationship between researchers and employers or funders is conducive to successful performance in generating, transferring, sharing and disseminating knowledge and technological development, and to the career development of researchers. The Charter also recognizes the value of all forms of mobility as a means for enhancing the professional development of researchers.

The Code of Conduct for the Recruitment of Researchers consists of a set of general principles and requirements that should be followed by employers and/or funders when appointing or recruiting researchers. These standards should ensure observance of values such as transparency of the recruitment process and equal treatment of all applicants, in particular with regard to the development of an attractive, open and sustainable European labour market for researchers, and are complementary to those outlined in the European Charter for Researchers.

The process of implementing the HRS4R strategy involves a long-term commitment and involvement of the institution at each level as well as a cyclical evaluation of the progress and quality of the actions taken by the European Commission. After 2 years since receiving the award, the West Pomeranian University of Technology in Szczecin has passed the first assessment (Interim Assessment). The results of the assessment of the Charter and Code implementation allowed for development of an updated action plan for the next 3 years.

In 2022, the University will undergo another evaluation, this time within the framework of the so-called Renewal Assessment, the results of which will directly determine whether ZUT can continue to use the prestigious "HR Excellence in Research" distinction as a unit operating in accordance with the guidelines of the European Commission.
